Law Enforcement Agencies

If the murder happened in the city limits of Tucson then Tucson Police will be the investigating agency. They have a Homicide Unit that is currently staffed with one sergeant and eight detectives and a civilian investigator. Six detectives are assigned to active investigations. Two detectives and one civilian investigator are assigned to Cold Case investigations. The Homicide Unit is responsible for investigating all criminal deaths that occur in the city limits, excluding in-home child abuse (under age 18, which are handled by the Dependent Child Unit. The unit also investigates suspicious or unknown deaths, suicides, natural deaths and arson deaths. Additionally, the unit serves as the official police department shooting investigation team and conducts an investigation whenever an officer discharges his/her firearm in the line of duty.

If the murder happened outside the city limits of Tucson in Pima County (except federal tribal lands) then the Pima County Sheriff's Office will be the investigating agency. They have a Homicide Unit that is responsible for investigating all criminal deaths that occur in the county.

If the homicide is due to a DUI motor vehicle accident and it happened on the freeway system then Arizona Department of Public Safety will be the investigating agency.

The FBI has been helping to ensure safety and security in Indian Country since their founding in 1908. Today, more than 100 special agents from 20 different field offices investigate cases on over 200 reservations nationwide. They work closely with a range of partners, including tribal police and federal agents from the Bureau of Indian Affairs. Our exact role varies from reservation to reservation, but they are generally responsible for the most serious crimes such as: murder, child sexual and physical abuse, violent assaults, drug trafficking, gaming violations, and public corruption matters.

If the homicide happened on the Tohono O'odham nation then the Tohono O'odham Police Departmaent will work in conjunction with the FBI as the investigating agencies. The FBI is involved in all Indian land homicides.

If the homicide happened on the Pascua Yaqui nation then the Pascua Yaqui Police Departmaent will work in conjunction with the FBI as the investigating agencies. The FBI is involved in all Indian land homicides.

If the murder happened in Cochise County then the Cochise County Sheriff's Office will be the investigating agency. They have an Investigative Unit that is responsible for investigating all criminal deaths that occur in the county.

If the murder happened in Sierra Vista then the Sierra Vista Police Department will be the investigating agency. They have an Investigative Unit that is responsible for investigating all criminal deaths that occur in the city.

If the murder happened in Benson then the Benson Police Department will be the investigating agency. They have an Investigative Unit that is responsible for investigating all criminal deaths that occur in the city.

If the murder happened in Bisbee then the Bisbee Police Department will be the investigating agency. They have an Investigative Unit that is responsible for investigating all criminal deaths that occur in the city.

If the murder happened in Douglas then the Douglas Police Department will be the investigating agency. They have an Investigative Unit that is responsible for investigating all criminal deaths that occur in the city.

Pima County Medical Examiner

The Office of the Medical Examiner provides death investigation and body examination services to Pima County for suspicious, unexplained, or unattended deaths, and assist in body transportation, cremation authorization, and other services as described in Arizona State Revised Statutes.

County Attorney / Superior Court

The Criminal Division prosecutes felonies committed by adults in Pima County, all crimes committed by juveniles within the county, and misdemeanor offenses committed outside of city limits. To protect public safety, the County Attorney makes it a priority to take violent offenders to trial. The goal is to ensure that they receive the maximum possible prison sentences, both to hold dangerous criminals fully accountable for their crimes and to remove them from the community for as long as possible.

 

The Victim Services Division assists victims at crime scenes and at court hearings, providing support for crime victims and guiding them through the criminal justice system. The Pima County Attorney's Victim Services Division, established in 1975, was the first in the nation to provide comprehensive assistance to victims of crimes.  It has served as a model for programs in other states and in several foreign countries. More than 25 staff plus 120 volunteers are on call 24 hours a day to serve crime victims.

The superior court is the state’s general jurisdiction court. It is a single entity with locations in each county within the state. Each county has at least one superior court judge. In counties with more than one superior court judge, the judges operate in numbered divisions. The Pima County Superior Court handles all criminal cases amounting to a felony, and misdemeanor cases not otherwise provided for by law.

OVC is charged by Congress with administering the Crime Victims Fund (the Fund). Through OVC, the Fund supports a broad array of programs and services that focus on helping victims in the immediate aftermath of crime and continuing to support them as they rebuild their lives.

Missing Persons

The National Missing and Unidentified Persons System (NamUs) is a national centralized repository and resource center for missing persons and unidentified decedent records. NamUs is a free online system that can be searched by medical examiners, coroners, law enforcement officials and the general public from all over the country in hopes of resolving these cases.

The National Center for Missing & Exploited Children, (NCMEC), is a private, (501)(c)(3) nonprofit organization which was created in 1984.The mission of the organization is to serve as the nation’s resource on the issues of missing and sexually exploited children. The organization provides information and resources to law enforcement, parents, children including child victims as well as other professionals.

The Doe Network is a volunteer organization devoted to assisting Law Enforcement in solving cold cases concerning Unexplained Disappearances and Unidentified Victims from North America. It is our mission to give the nameless back their names and return the missing to their families.

GINA for Missing Persons FOUNDation’s mission is to educate the public by utilizing entertainment to create awareness and media attention for missing persons world-wide, and to offer a source of information to help people whose family members become missing.

LBTH has a mission that is two fold: to provide safety education for children and adults as well as critical resources to families with missing loved ones. They offer free, up-to-date, and critical safety education programs for children and adults.

Unresolved Homicides

The Vidocq Society is dedicated to dealing with long-unsolved murders and other major cases. The Vidocq credo is Veritas Veritatum - The Truth of Truths. The Vidocq Society's 82 members (one for every year of Inspector Vidocq's life) come from 17 states and 11 other countries. Members bring a broad array of forensic and other experience.

Other Resources

Tu Nidito Children and Family Services provides comfort, hope and support for children and families whose lives have been impacted by a serious medical condition or death. Through its array of support groups and individual services Tu Nidito provides emotional, social, and educational tools to children and families and empowers them with strength and skills for the future.

The Valley of the Sun Chapter of Parents Of Murdered Children provides support groups for survivors and have a speakers bureau and also an impact panel to various organizations. They speak to Impact of Crime on Victim (ICVC) classes in Arizona prisons. They also work closely with the Valley Police Departments, parole Boards and Officers, Attorney General's Office, and other victim organizations in the Phoenix area. They provide court accompaniment when requested and for out of town members attending trial in the area.

Through a network of more than 650 chapters with locations in all 50 states, as well as Washington DC, Puerto Rico, and Guam, The Compassionate Friends has been supporting bereaved families after the death of a child for four decades.

POMC provides the on-going emotional support needed to help parents and other survivors facilitate the reconstruction of a "new life" and to promote a healthy resolution. Not only does POMC help survivors deal with their acute grief but also helps with the criminal justice system.

The mission of Arizona Voice for Crime Victims is to ensure that crime victims receive their rights to justice, due process and dignified treatment throughout the criminal justice process.

Based in Mississippi, Survival, Inc. is dedicated to providing confidential peer support and understanding through the crisis and long-term needs of families of homicide victims who have been cruelly thrust into a painful, sorrowful world that most people do not understand.  We advocate for the fundamental rights of survivors with compassion, dignity and respect.

Other State of Arizona Resources

The Governor of Arizona is the head of the executive branch of Arizona's government and the commander-in-chief of the state's military forces. The governor has a duty to enforce state laws, and the power to either approve or veto bills passed by the Arizona Legislature, to convene the legislature, and to grant pardons, except in cases of treason and impeachment

The Attorney General is charged to defending Arizona. Not only does the office represent the state in court, but it is their job to advocate for security along the international border, for consumer protection, and to keep the public safe from criminal predators. If you are in need of help, there are many resources available through this website or you may call any of their offices statewide for more detailed assistance.

The Arizona Department of Corrections are responsible for housing prisoners who have been sentenced to incarceration. They will house the prisoner until the sentence is complete, the prisoner dies or is executed. Executions in Arizona take place at the Florence Prison. AZDOC has victim services available for survivors.
